Album has ingeniously suggested that this extremely rare issue bears two different mint-names - Marw in Pahlawi on the obverse, and Anbir in Bactrian on the reverse - because the coin was issued at Marw, but struck under the auspices of the Hephthalites, whose capital was at Anbir (SICA 1, p.23).
This appears to be the earliest known Islamic coin to bear the famous slogan Allah Akbar.
